OpenAI, in collaboration with SoftBank and Oracle, announced a new venture, Stargate, aimed at expanding artificial intelligence infrastructure in the United States. The initiative was unveiled at the White House on Tuesday, with President Donald Trump, OpenAI CEO Sam Altman, SoftBank CEO Masayoshi Son, and Oracle Chairman Larry Ellison in attendance.
The project, described by Trump as the “largest AI infrastructure project in history,” will involve an initial investment of $100 billion, with plans to scale up to $500 billion over the next four years. It is expected to generate 100,000 jobs across the United States, starting with the construction of a data center in Texas. Additional facilities are planned in other states as the project progresses.
The announcement came on the same day Trump repealed a 2023 executive order issued by former President Joe Biden, which had established guidelines for AI safety and content watermarking. The new direction aligns with the administration’s focus on fostering technological growth and enhancing national security capabilities.
OpenAI highlighted the initiative’s dual objectives in a statement on X, formerly Twitter, highlighting its role in reindustrializing the U.S. and strengthening national security for America and its allies.
Stargate will involve a range of key stakeholders. SoftBank, an investor in OpenAI, will manage the project’s financial aspects, while OpenAI will oversee its operations. Oracle, a long-standing partner of OpenAI, will provide AI computing resources. Microsoft, chipmakers Arm and Nvidia, and investor MGX are also contributing to the project.
SoftBank’s Son, who has maintained a close relationship with Trump since 2016, will serve as Stargate’s chairman. Son previously committed to a $100 billion AI investment in the U.S. during a visit to Trump’s Mar-a-Lago resort in December.
The scale of Stargate draws comparisons to other high-profile announcements of large-scale investments in the U.S. economy. Trump previously unveiled a $10 billion Foxconn project in Wisconsin in 2017, which promised 13,000 jobs but failed to meet its original goals. Stargate’s backers have highlighted its transformative potential and long-term impact.
Separately, Microsoft reaffirmed its ongoing partnership with OpenAI, confirming that existing agreements, including revenue-sharing and exclusivity on OpenAI’s APIs, will remain in effect through 2030.
